Jacques Julliard: "For a presidential reform"

CHRONICLE - To overcome the crisis of democracy which undermines French politics, the historian and essayist proposes an institutional reform, which he details in Figaro.


Its objective is the transition to a real presidential system which would allow Parliament to regain its legitimacy, without however reproducing the failings of the parliamentarism of the Fourth Republic.

This reform should, according to him, be accompanied by an intellectual and moral overhaul of our party system.

Should the Constitution be amended?

As the presidential election draws closer, the question of institutions arises with increasing intensity.

However, there is hardly a field where the contrast between the professionals of politics, whom the subject fascinates, and ordinary citizens, who do not care less, is not so obvious.

This is because for the latter, it is a simple matter of internal regulations, while for the former, it is Power that is at stake.

Power with a capital P, that is to say the very essence of public action, the supreme goal of the organization, the living God of politics!
