The city has been tracking parking violations on its own for over 30 years.

Now the town hall gives up the "municipal traffic monitoring" and transfers the task to the "Zweckverband Kommunales Dienstzentrum Oberland" based in Bad Tölz.

Bad Tölz - The Zweckverband has been monitoring the flow of traffic instead of the police for a long time and is already carrying out administrative offense proceedings for the city if there are complaints, for example against a parking ticket.

City didn't make the decision easy for itself

The decision was not made easy, said the head of the regulatory and building department, Christian Fürstberger, on the initiative of the administration and gave a number of reasons.

By transferring tasks to the Zweckverband, traffic monitoring is now completely in one hand.

The know-how is also bundled there.

The city can now reduce its own staff or use them elsewhere, said Fürstberger.

This should be seen in particular against the background that it is currently difficult to recruit qualified employees in the administrative area.

The change will save the city 12,000 euros

In addition, "a small side effect" would free up office space in the town hall.

The transfer of competencies is also recommended because replacement purchases for mobile data collection devices will be due in 2022.

This saves 12,000 euros.

There is another important reason.

The city has long been thinking about how to better deal with violations of public order.

For example, it is about cyclists in Marktstrasse, checking the cityscape for cleanliness, for example on the waste glass containers, leashed dogs, checking beggars and complying with the evacuation requirement.

Zweckverband should also punish other violations

One would have liked to have entrusted such tasks to the Zweckverband, but it only takes on this if it is also allowed to monitor the "stationary traffic".

In terms of costs, says Fürstberger, you get out “about the same”.

The company Securitas, which is responsible for personnel, is now to be terminated by the end of March.

This is where Karsten Bauer (CSU), who is “about the workers”, got involved.

Will they continue to be taken over by “Securitas”?

“Is there a legal vested interest?” He wanted to know and also asked whether the new parking guards knew the area.

"This is important."

Mayor sees no disadvantage for the previous employees

Mayor Ingo Mehner sees no problem with the staff.

“Securitas” will not dismiss these employees, said the mayor, but will move them to another location.

The Zweckverband is also happy when it can get trained staff.

In his opinion, there is even an advantage for the employees because two employers are “vying for them”.

One area of parking surveillance remains the responsibility of the city.

These are the parking machines.

Eliminating malfunctions, changing ticket rolls and clearing coin jams must be done locally, explained Fürstberger.

The decision to transfer parking monitoring to the Zweckverband was made unanimously.
