Begun on January 1, 2022, the French presidency of the European Union (EU) will be able to advance a number of important internal issues, such as energy, cybersecurity, the right of asylum, fiscal and budgetary harmony, etc.
But, in matters of foreign policy, where any decision requires a unanimous vote of the 27 members, it will hardly be able to advance the files.
The EU being a confederation, it is unrealistic to believe that it can one day have a real foreign policy.
On the other hand, by joining forces with two, or even three, the greatest European powers, such as Germany, France and Italy, have the means to deploy a diplomacy that has weight.
