Only six soldiers were sent to a military prison last year due to a refusal to evacuate from the IDF absorption and sorting base to units to which they were assigned. This is a sharp decrease compared to previous years. For comparison, in 2018 364 soldiers were sent to the military prison. The number is about 120 soldiers.

The reason for the sharp decline is related to the inauguration of a new route for those who refuse to be deployed.

It was also decided to allow soldiers in the conscription chain to meet with a screening officer if they are not satisfied with their placement, and to explain the reasons for this.

Soldiers are referred at this stage to commanders from the soldier or unit to which they are assigned, and if they are not yet ready to evacuate, they continue the process in front of the emergency officer.

As part of the new plan, until a soldier agrees to be placed, he stays in the IDF or is sent to his home for another period. During this period, an effort is made to offer him additional options for service. , Including the commander of the BKOM.

The new policy was a success, and according to ACA officials, "In the last recruitment of combatants and supporters (recruitment November-December), no soldier went to prison." That did not meet the threshold condition.

The ACA also says that the current policy allows soldiers a variety of options to make them feel that their placement matches their personal wishes, including the option to defer service if the recruitment for the soldier they are interested in has ended.
