The case alleged that two plainclothes police officers were patrolling at Tsim Sha Tsui Station in the afternoon and found the defendant Qiu Tingliang looking around, acting suspiciously.
Yau followed the victims X and Y and placed their mobile phones near the bottom of their skirts. The incident was witnessed by plainclothes police.
The plainclothes police stopped Yau and found a 1 minute and 38 second video of the skirt and thighs on his mobile phone. Under caution, Yau admitted that the crime was committed out of sexual satisfaction.
