The family of Henderson Land and the former Macau gambling king Fu Laorong, who owns at least 95 hectares of land in Nan Sang Wai, proposed the "Twin Inclusive" development plan in Nan Sang Wai in 2015, and applied to increase the number of houses to be built from the originally approved 100 village houses to About 2,500 units.

Nan Sang Wai Jianye was approved by the then Executive Bureau in 1965 to build about 100 village houses on the land with a land premium of 31,000 yuan, but the construction has not started yet.
In the 1990s, Chuan's sold half of the shares of "Nan Sang Wai Construction Industry Co., Ltd." to Henderson Land. The company applied to the Town Planning Board for the development of residential and golf courses there, and the establishment of a nature reserve on the Diaozhou site.
After the application was rejected by the Town Planning Board, the developer appealed to the Privy Council of the United Kingdom and was granted permission under conditions, but later applied for an extension of the development period.
