The city of Penzberg is now demanding fees from clubs that use the city's sports halls or the stadium.

Penzberg - So far, the Penzberg sports clubs have not had to pay any fees for using the municipal sports facilities.

That is changing now.

For example, a third of the hall costs ten euros an hour.

The city council recently unanimously issued a fee statute, which will apply retrospectively from August 2021.

This applies to the Karl-Wald-Stadion including artificial turf pitches, the old sports hall on Seeshaupter Straße, the sports hall on Josef-Boos-Platz, which is currently under renovation, and the sports halls of the Mayor Prandl School.

A third of the hall now costs ten euros an hour

The use of a third of the hall or a gymnastics room now costs ten euros an hour, for example, and the entire hall costs 30 euros an hour.

The use of the sports stadium comes to 20 euros.

The same price applies to an artificial turf pitch.

Companies and external associations have to pay higher fees.

For them it is 25 euros an hour for a third of the hall and 100 euros an hour for the sports stadium.

They also have to pay a floodlight surcharge.

The background to the usage fee is the new sales tax regulation

The background to the new user fee is an amendment to the Sales Tax Act in 2016, according to which municipalities - with long transition periods - are subject to sales tax and are to be assessed as companies if they carry out an economic activity. This also includes a hall operation. In the Penzberg case, according to city treasurer Hans Blank, the city can on the one hand claim input tax from the tax office on building projects such as the sports hall on Josef-Boos-Platz, but on the other hand must demand usage fees.

The topic has been dealt with intensively, explained Thomas Sendl, City Hall department head for communication, culture and economy, recently in the city council.

The fees are approved by the tax office.

The sports clubs were informed at a meeting.

Sendl reported that they were told that the clubs would otherwise be relieved by the city.

In their initial feedback, they showed a lot of understanding for the situation.

New funding concept should bring relief to the associations

Mayor Stefan Korpan (CSU) confirmed the discharge for clubs when asked, but did not want to make a direct connection to the fees. According to the mayor, this is a broad, new funding concept for clubs that the city council decided last year. According to him, it is aimed at sports clubs as well as other clubs, for example in culture, customs, art and tradition. “Other associations” are also noted in the concept. Every association can submit a funding application and, for example, cite expenses for youth work, club outings, maintenance of their own property, tracksuits, rents and leases, says Korpan.
