Penzberg - The community of Sindelsdorf is planning an industrial area with supermarkets and a petrol station on the B472.

The project is viewed critically in Penzberg.

Where previously a gravel pit dominated the landscape next to the motorway, an agricultural meadow has emerged after recultivation. Within sight of the Habach district of Dürnhausen, the area is still on Sindelsdorfer Flur. A private project developer wants to use this meadow as a commercial area. The location seems ideal, at least in terms of traffic - on the busy B472, only a few 100 meters from the A95 junction. Several draft horses - a petrol station and three retailers - will find their place there. In October 2019, the municipal council initiated the necessary changes to the zoning plan and the “Hochleiten I industrial estate” development plan, and the public procedure was initiated in September last year.In a first step, the affected neighboring communities were able to comment on this.

Concerns not only in the town hall

While the project did not encounter any resistance in the Antdorf municipal council, it was seen as more controversial in Habach.

In Penzberg, on the other hand, the plans are causing deep worries - not only in the town hall, but also in the building committee.

At the most recent meeting, the latter unanimously agreed with the administration's concerns.

Main argument: The accumulation of retail businesses on Sindelsdorfer Flur could have "negative effects" on the existing trade structure in Penzberg, as the building authorities said.

The city administration is particularly concerned about the two drugstores at the main intersection, which act as a customer magnet in the city center.

Construction committee wants an expert opinion first

City architect Justus Klement argued with Penzberg's role as a medium-sized center.

The city therefore also has "certain tasks" to fulfill - which also includes supplying the surrounding population.

Clear statement from Klement: “We see a competitive location.” Penzberg's mayor Stefan Korpan (CSU) referred to an increase in traffic on the B472 and the visual effects of the settlements.

Korpan doubted "whether that is in the sense of the complete environment".

The administration therefore advocated an expert opinion that the regional planning compatibility of the Sindelsdorf commercial center is first of all under the microscope.

An attitude that the building committee unanimously endorsed.

The question of the connection is still open

In the Sindelsdorf town hall you can see the headwind quite calmly.

Mayor Andreas Obermaier (CSU) refers to the Rundschau on the early status of the procedure.

There is therefore no schedule for the project yet.

Everything else is dependent on the planning of the Weilheim State Building Authority responsible for the nearby federal road for a traffic development of the area.

However, Obermaier makes one thing clear: the community no longer has any problems with the project.

The mood in the Penzberg building committee was clear: The new Sindelsdorf industrial park with the large retailers could spoil the mood at the local location.

Not every city council was therefore happy about the settlement plans with the neighbors.

As usual, Ludwig Schmuck (CSU) did not mince words that evening in the town hall.

"They're building a huge thing on the meadow," the veteran Christian Social City Councilor railed in the youngest Penzberg building committee in the direction of the southern neighbors in Sindelsdorf.

Drugstore also planned

The so harshly criticized "giant thing" is a large-scale trading location that an investor would like to set up on the Sindelsdorf community hallway on the B472, not far from the A95.

As the municipal building authority listed for the committee meeting, several businesses are planned there: a full-range grocery store (800 square meters of sales area) including a beverage store (500) and a bakery (150).

Furthermore a grocery supermarket (800) plus ancillary areas (592) and a drugstore (700) plus ancillary areas (150).

The whole thing is completed with a gas station with a shop building (200).

Fear of competition

In the face of this concentration of settlements, Schmuck only shook his head.

The planned retailers on Sindelsdorfer Flur are "a big competition" for Penzberg, warns the city council.

"I hope the government of Upper Bavaria is so clever," hopes Schmuck - and rejects the dimension.

And anyway, such a truck stop does not fit in a village, the CSU city council was convinced.

Schmuck's basic conclusion was accordingly negative: "We are well looked after, we don't need anything out there."

Protect "frequency generators"

In the end, jewelery blew into the same horn as the Penzberg city administration, albeit with a much more peppery flavor. Because the building authority saw the Sindelsdorf project with some concerns in its draft resolution. Due to the settlements in the planning area on the B472, between the solar park in the south and the gravel pit in the north, "negative effects on the existing retail operations in the city of Penzberg and in particular on the drugstores located in the Penzberg city center" could arise, according to the building authority under city architect Justus Klement summarized. In particular, the two drugstores Rossmann and Müller at the main intersection “are high frequency drivers”, as mayor Stefan Korpan (CSU) reported. No wonder that he too was critical of the Sindelsdorf mix of industries that he was aiming for.“That would have massive effects on the Penzberg inner city.” According to Korpan, there was already a meeting with his Sindelsdorf counterpart Andreas Obermaier (CSU), and the Penzberg Pro inner city initiative also sat at the table.

Officially, there are "no objections" to the project, as Mayor Michael Strobl told the Rundschau after the latest meeting. However, various "statements" have been added to the communal statement. On the one hand, according to Strobl, the municipality makes it clear that advertising systems with a height of 30 meters are considered “not proportionate” - which refers to a possible structure for the truck stop. Secondly, the municipality fears that the future large retailers will "impair the Habach village shop," said Strobl. And according to the mayor, the community gives the Sindelsdorfers "a recommendation" to take with them:The neighbors are explicitly pointed out to a “negative experience” with increasing lighting in a commercial area. "We want to pass that on", Strobl confirms with a view to light pollution in the "Mühltal" industrial park on the B472. In the end, the Habach municipal council agreed not to raise any objections, but to send the information along with it - however, the decision was not unanimous. The construction department offered the committee a suggestion for the next steps: An investigation should prove the "regional planning compatibility" of the project at this location.

Building authority employee Günter Fuchs saw the ball now with the government of Upper Bavaria: This will be the "most important authority" for the approval process and will probably require a compatibility study.

Fuel your own settlements

In the end, the building committee approved the management's proposal without a dissenting vote. Only Armin Jabs (BfP) addressed warning words to his own responsibilities. The project in Sindelsdorf “will create great opportunities for the city center”, he feared - “but what options do we have?” Apparently there is potential for further retailers in the surrounding area, this should be tapped as soon as possible in Penzberg, warned Jabs. In other words: fuel your own settlements. "We have to give a drugstore a chance," Jabs alluded to the old theme of the "dm" location in the city. At another discounter, however, the local local politics had already crossed the line: The Aldi Group had wanted a second branch in Penzberg after Sindelsdorfer Strasse - but the planned location at Dr.-Gotthilf-Näher-Strasse was rejected by the city council with a large majority in August 2020.
