"The risk of a conflict is real," said NATO Secretary General Jens Stoltenberg on Friday after the video conference.

"Russia's aggressive actions seriously undermine the security order in Europe," he added.

NATO will take part in “a sincere and fundamental dialogue” with Russia, but “we must be prepared for the possibility of diplomacy failing,” Stoltenberg warned.

At the same time, he assured that the USA would not make any decisions about European security without Europe being at the negotiating table.

NATO Secretary General: Russia has a lot to lose in a conflict

Nobody knows whether Putin wants to invade Ukraine, said the European diplomat.

He added that Russia "has a great deal to lose in a conflict".

Moscow wants to "restore its sphere of influence over the countries in its neighborhood," he continued.

"It tries to push back NATO and wants to prevent an expansion of the Western defense alliance to include Ukraine and Georgia, and even Finland and Sweden."

But through its "aggressiveness" Russia provokes exactly "what it wants to prevent".

The positions within the alliance diverge.

Turkey speaks openly about the need for a partnership with Russia and Hungary makes no secret of its pro-Russian stance.

Ukraine crisis: German top diplomat in Moscow for crisis meeting

Ukraine: USA accuses Russia of building troops - NATO discuss demands

In the group of four, France, Germany, Russia and Ukraine are trying to resolve the conflict in eastern Ukraine, which has been going on for almost eight years. There will be meetings of negotiators from Moscow and Washington in Geneva in the coming week. A meeting of the NATO-Russia Council at ambassador level is also scheduled for Wednesday. The meeting will be the first since July 2019. Russia's demands are delicate for NATO. On the one hand, the alliance rejects most of Russia's demands as unacceptable. On the other hand, it wants to prevent Russia from invading Ukraine and a new war in Eastern Europe.

It is likely that NATO will respond to the Russian advance with counter-proposals.

For example, Moscow could be offered concrete talks on disarmament and transparency agreements.

The French government said on Thursday that there should be no fear of talks with Russia - even if most of the treaty proposals are unacceptable.
