The fire broke out in the morning (local time) in a building with 120 apartments, and dozens of people were trapped inside.
Authorities are investigating the incident, though it is not yet clear how the fire started at the scene.
"The numbers are terrible, it's going to be one of the worst fires of our time," New York Mayor Eric Adams said.

The fire started shortly before 11 a.m. in a duplex apartment between the second and third floors of the 19-story building.
According to the drawings, the building was built in 1972.
It took the firefighters only about three minutes to get there, but the situation was very serious.
"There were casualties on every floor, some of the casualties were taken out when they suffered heart attacks," described Daniel Negro, 73, the city's fire chief.
A force of 200 firefighters participated in the rescue efforts.
