The “great Safety” report submitted to Olivier Véran

INFO LE FIGARO - The Minister of Health will have to decide what follow-up to give to this controversial report aimed at improving the link between social security and complementary health.


The subject of the "great Secu" returns to the table ... Seized last July by Olivier Véran to reflect on a better link between social security and complementary health (insurers, mutuals, provident institutions), the High Council for the future of Medicare (HCAAM) will submit its final report to the Minister of Health this week.

Compared to comparable Western countries, the articulation of health expenditure is distinguished in France by the fact that the Social Security and the complementary reimbursements, to a very large extent, the same care.

As a result, the system generates high management costs - France ranks second in the OECD - and a high level of household effort, in particular for the elderly.

In response, the HCAAM presents four scenarios, without favoring one.

The first proposes reforms aimed at meeting certain limits of the current system, without modifying its architecture. The second establishes compulsory, universal and mutualized private insurance. The third, that of the "great Security", increases the reimbursement rates of Social Security, eliminates user fees and other contributions of patients to hospital costs (daily hospital flat rate of 24 euros and future fixed rate of passage to the emergencies of 18 euros) covered by Medicare. Finally, the last track is that of uncrossing the areas of intervention of Social Security and private insurance. The HCAAM also looked at improvements in provident coverage, compatible with each scenario.

Olivier Véran will have to say what follow-up he intends to give to this controversial report.

While the “great Safety” scenario crystallized attention at the end of last year and provoked an outcry from complementary people who fear losing 70% of the health market there, he assured that it was a simple

"Food for thought"

to fuel the presidential campaign and certainly the program of the future candidate Macron.
