After major Russian military maneuvers near the Ukrainian border, accompanied by security demands, addressed to Westerners by Vladimir Putin on December 14, 2021, a US-Russian strategic dialogue on security in Europe has reopened. It began with a long telephone conversation between the two presidents on December 30, 2021. It continued, in Geneva, on January 9 and 10, 2022, at the level of deputy foreign ministers. It will continue on January 12 in Brussels, between the NATO staff and that of the Russian forces. Then, on January 13 in Vienna, Russians and Westerners will meet in discussion within the framework of the OSCE, the Organization for Security and Co-operation in Europe (created in 1995 to take over the framework of the CSCE of 1973, a forum where all the countries of Europe,North America and Central Asia can dialogue on an equal footing).
