The social welfare sector has been calling for an overhaul of the Block Grant Grant (LSG) system for years, but no government action has been seen. The government has gone from the bureaucratic "reimbursement" system in the early years to the other extreme of laissez-faire, reflecting the policy thinking of "small government, big market". However, the system has not yet been reformed. The government has earlier decided to implement a cost-saving plan under the fiscal deficit environment. Starting from the next financial year, the one-off grant to 164 NGOs will be reduced by 1%, which may lead to layoffs in small organizations. In response, it can be seen that the government lacks a long-term and reasonable view of social welfare.
