Noting that the environmental candidate Yannick Jadot refuses to participate in the citizens' initiative of the popular primary, scheduled for January 27 to 30, Anne Hidalgo now abandons the idea of ​​getting involved, even if Christiane Taubira, she will take it go. Anne Hidalgo now intends to continue her campaign to the end and focus on her program, which is based on the work of socialist parliamentarians, the PS project and numerous contributions from experts.

Some measures were already known, such as the increase in the minimum wage by 15% (200 euros net per month), the revaluation of the salaries of teachers at the start of their careers so that they reach those of executives, the repeal of the reform of the unemployment insurance and ParcourSup, the creation of a "minimum youth" for young people over 18 years of age subject to resources, and a youth capital of 5,000 euros for new adults, the establishment of "d 'a public service to support the loss of autonomy' or even a law for a dignified end of life.

It also confirms its plan for the hospital to train "up to 15,000 new doctors per year, 1,250 midwives, 25,000 nurses and orderlies", better pay them, and "turn the page of the hospital- business and accounting control of health expenditure ”.

Among the novelties, it proposes in terms of health, to set up at the end of the medical internship "a year of professionalization as an assistant doctor in medical deserts", supervised by internship doctors.

"This will make it possible to bring, from the second half of 2022 and then each year thereafter, 4 to 8,000 doctors in these territories".

For workers on digital platforms, such as delivery people, "the law will establish in their favor a presumption of wage employment".

In terms of housing, in addition to the construction of 150,000 social housing units and the generalization of rent control in all tense areas, Anne Hidalgo wants to set up a "housing shield", so that no household is forced to spend more. a third of its income for housing.

Faced with "the climate emergency", it provides for "a large multi-year energy renovation plan for buildings", based on the idea of ​​"no costs to advance during the works". A kind of "third party payment for people in fuel poverty", with a reimbursement "at the time of resale or succession", explained to AFP Mathieu Klein, mayor of Nancy and pilot of the project with the deputy Boris Vallaud. Anne Hidalgo promises from the first months of her presidency "an energy pact for France" aimed at "decarbonizing our production" and 100% renewables "as quickly as possible", and without building new nuclear reactors.

It also wants to include the fight against global warming in the Constitution, appoint as number two in the government "a Minister of Climate, Biodiversity and the Economy" and create "a Solidarity Tax on Climate and Biodiversity Fortune".

To strengthen reindustrialisation, it is launching “four major industrial odysseys”, around “the major current and future needs of society”: health, energy, mobility and digital technology.

Finally, faced with the democratic urgency, it promises for example the "possibility of amendments and proposals for citizens' laws", the reduction to 1 million signatures for the referendum of shared initiative, the creation of a referendum of citizens' initiative, the right to vote at 16, the right to vote for foreigners in local elections.

These measures are budgeted at 50 billion.

To finance them, resources will go through the ISF Climate and Biodiversity, an increase in inheritance tax for assets exceeding EUR 2 million, but also "the reduction of public expenditure unfavorable to the environment".
