Liang Hongzheng, vice-chairman of the All-China Youth Federation, is in favor of the independent establishment of youth work, and believes that youth development and regional work can be specially coordinated.

Carrie Lam said in the Legislative Council today (12th) that the Home Affairs and Youth Affairs Bureau will strengthen district-based work and enhance social cohesion, as well as review and formulate an overall youth policy and youth development blueprint to encourage young people to participate in public affairs. And promote, coordinate and supervise the implementation of youth work by various policy bureaus; the bureau will also comprehensively review the future of local administration and district councils.

Liang Hongzheng pointed out that this is the first time the Hong Kong government has proposed to set up a policy bureau with youth as the main body in the government structure, and to promote youth work in a more systematic and organized manner. I believe it will bring a new atmosphere to youth affairs and district administration.
