The report shows that the average monthly salary in the prison service is NIS 17,895, in the police NIS 19,106 and in the security units' trust units NIS 30,036. In secret bodies the average salary is NIS 23,212 gross per month.

The Ministry of Finance also presented that salary and pension expenses are a significant part of the expenses of the defense bodies.

Thus, in the Israel Police and the Prison Service, salary and pension expenses constitute 79 percent and 76 percent, respectively, of the expenses of the entire organization.

The report shows that the budgetary pension of IDF officers is on average 5.3 times the budgetary pension of civil servants, due to the early retirement age of IDF officers and due to a relatively high average pension.

The Ministry of Finance chose to split the salary data in the IDF into an initial fixed salary, which stands at an average of NIS 11,061, and a significant permanent salary, estimated at NIS 22,713.

The Ministry of Finance also presented gender gaps in the security bodies, noting that the security bodies are characterized by a clear male majority and wage gaps between women and men, mainly due to the nature of the occupation and field warfare in the security bodies and the differences between the positions.

According to the report, the IDF has the highest wage gaps between men and women, and they stand at more than 20 percent on average.

In the report, the Ministry of Finance added that the wage gap between veterans and young people in the IDF is significantly higher compared to foreign armies, and in general that the salaries of permanent IDF personnel are higher than foreign armies. However, salaries in the IDF officers' professions are low at the beginning of their military careers compared to foreign armies, but increase "sharply", as defined in the Ministry of Finance, with seniority and ranks.

The IDF stated:

"The nature of service in the IDF is unique and not comparable to the business and public economy. In order to keep the best and most suitable servants in its ranks, the IDF is required to give adequate and fair remuneration to its servants and incentivize staying there after the first permanent years.

Contrary to what is reported in the report, there is no difference between the salaries of women and men in the IDF in positions with identical characteristics, since the salaries are determined solely according to the route of service.
