Real estate: "7 to 8 million" energy strainers in France according to FNAIM

2022-01-13T11:47:19.496Z

This is almost twice as much as the 4.8 million costed by the Ministry of Housing. The National Real Estate Federation claims that

Is the number of thermal strainers seriously underestimated?

In any case, this is what the FNAIM reaffirms, even though the Climate and Resilience law is gradually being put in place and, since the beginning of the year, has sanctioned the owners most reluctant to display the energy performance diagnosis ( DPE) of their accommodation.

According to the National Real Estate Federation, it is not 4.8 million, as announced by the government, but “7 to 8 million” of energy-hungry homes that would count the French real estate stock.

On the occasion of the presentation of the results of the year 2021 and the prospects for 2022, the FNAIM, through the voice of its president Jean-Marc Torrollion was incisive on the subject, noting already "a clear increase in the number of DPE F, G and E ”since the application of the new calculation method on July 1. “I think that we have not calibrated at all both the political consequences and the economic consequences of what was voted within the framework of the Climate and Resilience law. This DPE, which will have an essential role in the value of the goods that the French hold, must be absolutely reliable and the profession that goes with it must be aware of the need for professionalization and unfailing reliability. Otherwise, it is a problem of confidence that we could have in relation to this pivotal instrument ”, he warns, recalling that "we are only at the beginning of this deployment". During March, a meeting should be held between professionals in the sector and the ministry to take stock of this subject.

Towards the creation of a “parallel market”?

On the other hand, the federation does not note any "discount for the moment" on the price of the most badly rated housing (F and G), contrary to the first figures published by the Superior Council of the Notariat and the SeLoger group. "But I am convinced that this will remove this type of property from the market for investors, in particular the G", added its president. The attitude of banks could also change. “Will a bank lend in the same way knowing that the property can no longer be rented? "He asks, also fearing the emergence of a" parallel market "with the seasonal rental of these thermal strainers, excluded from any conventional rental. The Energy-Climate Law of 2019 provides for the worst G-class strainers (and generating more than 450 kWh / m2.final energy) are prohibited for rental from January 1, 2023 before this ban is generalized to all G housing on January 1, 2025, F in 2028 and E in 2034 (Climate and Resilience Law).

Several proposals made for the presidential election

After a record year 2021, with nearly 1.2 million transactions recorded, FNAIM has drawn up a series of proposals a few weeks before the first round of the presidential election, with the aim of making housing a central issue in the countryside.

And among them, four relate to the energy renovation of the building stock.

"I spoke with mayors, and I am extremely surprised at the total ignorance of what was voted in Climate and Resilience", he regrets.

To do this, it particularly wishes to establish the creation of a "mapping of energy indecency, to anticipate a shortage of rental housing".

According to him, "the municipalities will come up against an extremely important problem of supply and availability".

Among the other measures mentioned: “design a“ green deal ”for housing at the inter-municipal level” and “facilitate the financing of the renovation of condominiums”.

Finally, the FNAIM pleads "for a decentralization of the energy renovation policy".

Jean-Marc Torrollion concludes: "we will not renovate in the same way, buildings from the 1960s in Grenoble, and heritage from the 19th, 18th and 17th centuries in other cities".
