The lump sum grant is cut by 1%, and the concept of social welfare goes backwards

The social welfare sector has been calling for an overhaul of the Block Grant Grant (LSG) system for years, but no government action has been seen.

The government has gone from the bureaucratic "reimbursement" system in the early years to the other extreme of laissez-faire, reflecting the policy thinking of "small government, big market".

However, the system has not yet been reformed. The government has earlier decided to implement a cost-saving plan under the fiscal deficit environment. Starting from the next financial year, the one-off grants to 164 NGOs will be reduced by 1%. The total amount of funding is about 19.8 billion yuan, and the reduction in funding involves about 200 million yuan, which may trigger layoffs in small institutions.

"Before 2000, there were almost no labor disputes in social welfare organizations, and social workers wanted to ask their leaders for two more days of vacation at most. However, after the introduction of the lump sum grant, there have been a series of problems such as power supervision and abuse of power." The Hong Kong Federation of Social Workers Zhang Zhiwei, vice president of foreign affairs, said.

The social welfare sector has put pressure on the Government for many years to review the block grant system, but the results have not been satisfactory.
