However, the system has not yet been reformed. The government has earlier decided to implement a cost-saving plan under the fiscal deficit environment. Starting from the next financial year, the one-off grants to 164 NGOs will be reduced by 1%. The total amount of funding is about 19.8 billion yuan, and the reduction in funding involves about 200 million yuan, which may trigger layoffs in small institutions.
