Liu Guoxun put forward six suggestions at the press conference, including that the government should take the initiative to coordinate land development projects, review the functions and regulations of the Town Planning Board, improve land use, reduce duplication of procedures and speed up approval, make good use of private market forces, and target the development of northern metropolitan areas. Regarding the review of the functions and regulations of the TPB, Lau Kwok-hsun believed that the current members of the TPB come from different backgrounds and lack objective criteria when reviewing applications. He suggested specifying the TPB's terms of reference.

As for how to reduce duplication of procedures, Lau Kwok-hsun suggested that the method of public consultation should be improved, the duplicated consultation procedures should be consolidated, and the land development system should be restructured. Liu Guoxun also pointed out that in order to speed up the development of the northern metropolitan area, the compensation mechanism for land resumption can be improved, and the compensation rate for "A district" can be uniformed to reduce disputes over land resumption compensation.
At the same time, he believes that Singapore's "white land" can be imitated and the content of frequently permitted land uses can be increased.
He believes that if the relevant proposals are adopted, the northern metropolitan area can be completed in 10 years from the 20 years expected by the government, and it will be fully operational in 15 years.
