The draft law fell today (Monday) in the first reading after MK Jida Rinawi Zoabi of


Meretz voted against and in a roll-call vote a tie of 54 was recorded. 

According to the law, it was proposed to establish a new outline for the recruitment of yeshiva students and graduates of ultra-Orthodox educational institutions, instead of the existing Chapter C1 in the law, while updating recruitment targets, setting an annual immigration target and defining economic consequences in case of non-compliance.

It was also proposed to reduce the age required for exemption from regular service after deferment of service.

In addition, it was proposed to allow regular shortened service alongside participation in vocational training and / or national-civilian service in exchange for military service.

Defense Minister Bnei Gantz presented the proposal and said: "The bill before you will advance the issue of regulating the recruitment of IDF recruits and it is based on staff work conducted at the Ministry of Defense in recognition of the value of Torah study, and with the understanding that not all yeshiva students will serve tomorrow morning. And maybe not at all.

The purpose of the proposal is to act as much as possible to promote equality in service by increasing the number of ultra-Orthodox servicemen in the IDF and by expanding the ranks of those serving in the national-civilian service. "

The Minister added: "In order to achieve these goals, the IDF is working to expand service routes tailored to the Haredi public that will ensure that those who enter Haredi will preserve their identity.

In addition, we maintain a variety of routes that enable significant service and can even be a ticket to the labor market and Israeli society.

"With another national goal of integrating the ultra-Orthodox into employment, we also decided to lower the exemption age, which in the next two years will be 21, the following year 22, and at the end of the process, the exemption age will be 23".
