The process of registering land ownership is funded and supported by the United Nations, the World Bank and European countries, with the aim of demonstrating Palestinian sovereignty over Area C, which is controlled by Israel. On the other hand, the Civil Administration has been ignoring Palestinian activity for years, arguing that the registration of ownership is not valid under the Oslo Accords.

As part of the problems of land management in Judea and Samaria by the Civil Administration, and as revealed in "Israel Today", Nidal Atari, a senior Palestinian worker in the Civil Administration, responsible for approving real estate transactions in Judea and Samaria, was abducted and arrested last October by Palestinian security forces. During his detention in Jericho, 30 confiscated real estate transactions he took from his job were confiscated at the time of his detention.
