It took some time, but the building committee has now approved four areas for PV systems.

Whether or not they are set up there also depends on other factors.

Putzbrunn

– The way has been paved for the construction of photovoltaic systems (PV) on the A 99 near Putzbrunn. Finally, one almost has to say. A committee discussed the topic for the sixth time. And this time, too, the decision by the building committee to release four areas for plants was a difficult birth.

Mayor Edwin Klostermeier (SPD) really didn't know what to do. First, Axel Dreßler (Greens) wanted to drop all agenda items dealing with PV systems because of high-voltage lines. Then Josef Jakob (FWG) did not accept the location concept of the Outer Planning Association because, at the request of the CSU, some areas that were too close to the location were removed in advance. Alfons Meßner (CSU) then advocated converting some areas north of the autobahn that were “well suited” according to the concept to “conditionally suitable”. Only areas south of the autobahn should be considered because they are funded. Finally, Martina Hechl (GPP) demanded that the municipal council should hold a closed meeting before making a decision, in which all controversial questions,Among other things, whether the property owners would agree to a PV system at all would be clarified.

"We're just not getting anywhere,"

"We're just not making any headway like this," said a visibly unnerved mayor.

"We have just seven percent of our electricity from renewable sources, and we want to increase that to 50 percent by 2030." But since the municipality has no biogas, no geothermal energy and no wind power, only PV systems remain.

“We would need 24 hectares for this if power consumption remains as high as it is now.

How are we supposed to do this?

I keep hearing about adjournment and that spaces are not suitable," says Klostermeier.

He finally wants to advance the topic, "and not always chew through the same arguments for years".

Green councilor Dreßler insisted. He knows very well that no PV systems should be built under or next to high-voltage lines. "All of our areas along the motorway are affected, so we should postpone the issue for six months and talk to the network operator first." And Jakob objected that the municipality had not spoken to any of the property owners to find out if they were even ready would be able to build PV systems on their land. "I'm also affected by this and I'm not ready for it," said Jakob. All possible areas around Putzbrunn were shown in the concept, explained Klostermeier. "If we now change the land use plan and initiate further building law steps, all these questions will be clarified and the property owners will have the opportunity to voice their objections alongside 50 authorities and organisations.”

The surfaces

After a long discussion, the building committee accepted the PV concept against the votes of Jakob and Dressler, as well as the change in the land use plan north (4:3 votes) and south (7:0) of the autobahn.

The committee rejected an investor's application for a 8.9-hectare PV system north-east of Solalinden because the area is located in a water protection and recreation area.

However, he approved the application for an area of 1.9 hectares north of the autobahn, east of Siegertsbrunner Weg, as well as two areas of 3.8 hectares south of the autobahn.

The building committee also accepted the 0.75 hectares north of the A 99, east of St 2079 – the area belongs to the municipality.
