The Council of Ministers approved the estimated budget of the Fund for Mitigating the Effects of Drought and Natural Disasters at an amount of 14 billion pounds, and the technical and material plan of the Fund for 2022, and stressed the importance of expanding the insurance policy for agricultural crops to ensure the rights of farmers and compensation in the event of any emergency that negatively affects their crops.

During its weekly session, headed by Engineer Hussein Arnous, the council reviewed the reality of implementing the agricultural plan for the wheat and barley seasons, stressing the continuation of work to secure livestock requirements from fodder, expansion of land reclamation, and securing appropriate irrigation systems to invest the reclaimed areas and put them in agricultural production.

The Council stressed the speedy preparation of an incentive system that contributes to improving the living conditions of workers, achieving an increase in production and reducing costs, and instructed the Ministry of Industry to develop a strategy and specific executive programs to revitalize productive institutions and enhance the presence of their products in local markets. It also assigned the Ministry of Oil to increase drilling and exploration operations, explore new gas wells, and follow up on contracts. concluded with friendly countries in this field.

The Council of Ministers stressed the continuous follow-up to the implementation of marketing decisions of the citrus season, generalizing the experience to the rest of the agricultural crops, following up the implementation of the rehabilitation of electric power projects and putting them into service on time, investing the cardamom markets in the required manner, and expanding popular markets in a way that can secure products in sufficient quantities at reasonable prices.

Engineer Arnous indicated the importance of implementing the ministries’ work plan according to what is programmed and specific for the year, reducing waste of resources, rationalizing spending and expanding the role of positive intervention institutions to include all agricultural products and increasing production in various sectors, especially agricultural and industrial.

The Council was briefed on the reality of storing water dams and dams, stressing the importance of taking the necessary measures to preserve water reserves, reduce waste, and make better investment of water resources.

In addition, the Council requested the relevant ministries to overcome any obstacles to the development of projects and agreements with international cooperation partners by implementing in a manner that achieves mutual benefit and expands the role of the private sector in activating trade exchange with friendly countries.

The Council discussed a draft legislative instrument to amend Labor Law No. 17 of 2010 in line with Arab and international labor agreements ratified by the Government of the Syrian Arab Republic and enhance legal protection for workers covered by it and give them better benefits and balance with employers.

The council also discussed a memorandum on measures to improve the reality of the distribution of oil derivatives in administrative units and to avoid defects in this area and to ensure optimal delivery to the beneficiaries while continuing to automate the distribution of oil derivatives, including diesel for agriculture.

The council approved a number of service and development projects, including the completion of a tower youth housing project in the first real estate area in Hama.
