While France is one of the countries spending the most on health in the world (11% of GDP) and has 1.2 million hospital workers - up 35% (+312,000) from 1997 to 2020 -, the French discovered with the crisis that the country lacked nurses… They even learned with dismay that 35% of hospital staff never see patients, while administrative staff only represent 24% in Germany.

But these numbers should be taken with caution.
Across the Rhine, the hospitals are almost all out of the public domain, their workforce is not counted among the civil servants, whereas they are very often financed by taxpayers' money.
In addition, if we remove the catering, linen treatment, security, IT and accounting staff, etc., there would only be 10% of pure administrative staff in the French hospital.
Outsourcing and in-town processing
However, some of these support functions could be outsourced, if the unions - very attached...
