: Just before Aryeh Deri resigns from the Knesset, today (Wednesday) he passed a preliminary reading of the "Deri Law" first published in "Israel Today". 

The law, which was submitted by MK Eli Cohen of the Likud, seeks to limit the duration of the investigation of the suspect and the length of time until an indictment is filed in his case. Until the plea agreement is signed.

The law passed despite opposition from the government, after a deadly vote supported the proposal by 20 MKs against 19 who opposed, and the proposal will be forwarded to the Constitution Committee.

Under the bill, the duration of a police investigation into a “sin” type offense shall not exceed six months;

In an "offense" type offense - up to nine months;

For an offense punishable by imprisonment for more than three years and not more than ten years - up to 18 months;

And for an offense punishable by imprisonment for ten years or more - up to 24 months.

Under the bill, officers of varying degrees will be given the option to extend the length of the interrogation, depending on the level of seriousness of the crime.

The issue of filing an indictment is also set by a deadline: in cases handled by a police prosecutor - up to nine months from the end of the investigation, and in cases handled by a prosecutor from the State Attorney's Office or the District Attorney's Office - up to 12 months from the end of the investigation.

MK Eli Cohen said: "Limiting the length of the police investigation and the prosecutor's decision is primarily intended to prevent unnecessary torture of the detainees and is also intended to prevent lip service, which prolongs the process and makes public officials captured by the prosecution and the attorney general." "Or against a person from the locality, the suspicions are spread in the media and after a while there is silence, the investigation disappears and the suspect often waits many years until the decision is made whether to file an indictment against him or not.

According to him, "limiting the duration of the investigation is intended to prevent torture and to confuse lips, according to which the State Attorney's Office perceives elected officials in certain cases 'by the throat'."

He added that "in the past there were quite a few cases of cases against mayors that lasted for a period of 5 years and beyond, and also against ministers and MKs in a way that subsequently closed the cases in general, but in a way that harmed the election process that took place.

Determining the length of time for interrogation is intended to establish basic standards of service delivery, prevention of torture and cases where it will serve as a tool to intimidate elected officials.

In other countries, for example, in Spain, for example, the duration of the investigation was set at up to 18 months, in Austria at 36 months, and in other Western democracies, time frames were set that limit the duration of the investigation. "

Cohen noted that the bill "will help curb the prosecution and strengthen the legal rights of residents."
