Moreno says that he will call elections in February if "there is a systematic blockade" of Vox and PSOE

Forty-eight hours after denying the immediate call for the Andalusian elections, the President of the Junta, Juan Manuel Moreno, has shown this Wednesday that he is willing to dissolve the Andalusian Parliament in February if he sees that "there is a systematic blockade ” by who has been his partner in the legislature, Vox, and the PSOE. In an appearance at the International Tourism Fair (Fitur), in Madrid, Moreno has unsaid what he said last Monday in Seville. "I will not convene them this week, or next week, or next month," he said.

The only change that has occurred in two days is that Vox has supported the request of the socialist group to hold an extraordinary plenary session this January, declared non-working, for the Minister of Health, Jesús Aguirre, to appear on the health situation in the community, where primary care is on the verge of collapse. The general secretary of the PSOE, Juan Espadas, has made this issue his main argument. The Andalusian Government preferred that the appearance take place in committee, with less media focus than a plenary session and considered that the holding of the plenary session was yet another example of the alleged clamp of Vox and PSOE.

But at the meeting of the Permanent Council held this afternoon, Vox has abruptly changed its mind and instead of supporting the socialists it has abstained, so the initiative has not gone ahead.

This surprise move has highlighted the fragility of the PP's argument that the opposition is blocking the government.

The attitude against the extraordinary plenary session on the part of the PP is striking because when this party was in opposition, it requested on numerous occasions the holding of sessions during non-working periods to deal with matters that it considered urgent.

Moreno himself, then leader of the opposition, demanded the appearance of the Socialist Minister of Health in January 2017.

“If throughout the month of February, when the normalized session begins, we see that there is a systematic and permanent blockade by both political forces, what has been called the PSOE-Vox political clamp, obviously we will not be able to follow the legislature," said Moreno, who sees a "confluence of interests" between the extreme right and the socialists. "I cannot and should not extend what can be an agony," he stressed.

What the president calls agony does not translate for the moment into parliamentary votes. His biggest defeat occurred in November, when the entire opposition, including Vox, rejected the community budget for 2022, forcing the Government to extend those of 2021. This same Wednesday, the Andalusian coalition government has carried out two decrees laws on education and health in the meeting of the Permanent Delegation. And in the previous session, the Executive approved, with the support of Vox, the controversial administrative simplification decree-law that suddenly modifies 80 regional regulations. In other initiatives, it has had the support of the PSOE or United We Can, as is the case of the laws creating the Trade Agency, the Land Agency or that of subsidies to Autonomous Local Entities.

The first ordinary plenary session in February will be held on the 9th and 10th. Although the agenda has not yet been set, it is likely that the PP, Ciudadanos and Vox will include the debate on a bill to legalize 1,461 hectares of strawberry greenhouses located in the surroundings of Doñana and whose farmers have stolen the water from its aquifer through a thousand illegal wells. This initiative has the resounding rejection of United We Can, but it remains to be seen what the final position of the PSOE will be. The Andalusian Socialists announced that they are open to reviewing the irrigation plan, despite the fact that the central government opposes this initiative.

In the event that Moreno presses the electoral button in February, the elections would be held in April.

Last November, the Andalusian president said that the elections would be in June or October.
