The administrative court of Rouen condemned the State to pay from 685 to 6800 euros to eight detainees because of unworthy conditions of detention at the Evreux remand center, a first for this establishment according to the plaintiffs' lawyer.

One of the applicants, who will receive 6,800 euros for non-pecuniary damage, "
suffered
" a detention whose conditions "
undermined human dignity and engage the responsibility of the State
" between November 2017 and July 2020, indicate the judges in their decision.
“A space less than 3 m2”
For 952 days, the detainee indeed "
had a space of less than 3 m2
", they detail. He shared with two or three detainees “
cells with an area of 10.05 m2
”

And it is necessary to deduct from the total surface of the cell the space devoted to sanitary facilities to "
determine the individual living space reserved for each person
", explain the magistrates.
The applicants' lawyer, Me Étienne Noël, sent AFP a copy of the eight decisions dated January 12 and revealed on Wednesday by

The judges, however, rejected the request of a ninth applicant, said the lawyer.
A total of 35 detainees from the Evreux remand center have filed an appeal, but only nine cases have so far been examined by the judges, according to the same source.
The amount of compensation depends on the length of time spent in detention conditions deemed unworthy.
