According to the plan of the Government Administration Department, Article 23 is to be submitted to the Legislative Council in the second half of the year.

The document mentioned that the 29th bill is the "Bill on Safeguarding National Security", which will implement Article 23 of the "Basic Law", expressing "improvement of relevant laws to safeguard national security", and provides provisions on related matters.

The bill is under the responsibility of the Security Bureau and will be submitted around the second half of the 2022 legislative year.

However, the Director of Administration, Cheng Chung-wai, mentioned in the article that the relevant legislative agenda reflects the government's plan at the current stage and may need to be revised during the legislative year.
