US President Joe Biden said today at a press conference marking the anniversary of his inauguration that Vladimir Putin will pay an "expensive price" if he advances with a military invasion of Ukraine.

"He's never seen sanctions like the ones I promised would be imposed if he moved," Biden threatened.

"I believe Russia is planning to take action against Ukraine," Biden said in his speech, stressing that "the conflict between Russia and Ukraine could get out of hand."

He further objected a bit and said that he thinks the Russian president has not yet made a final decision on the matter.

"I'm not so sure he's sure what he's going to do," the president said, adding that Putin's decision may be made on "which side of the bed" he wakes up to.

Biden also raised the possibility that Russia would carry out a "minor invasion", such as a non-military operation, or a cyber attack, which would elicit a response less than a full-scale invasion of Ukraine.

"It is very important that we keep everyone on the same page in NATO," the president said, making it clear that such a move would also have a similar reciprocal response.

Biden added that he does not rule out a third summit with the Russian president. This, after the two leaders met twice last year. Regarding his previous meetings with Putin, Biden said he made it clear to him that Russia would face severe sanctions.

The president went on to urge Ukraine not to panic. Ukraine, it said in a statement, said it was "ready to do anything about it and could survive any hardship".

The president's remarks come after Russia in recent days sent about 100,000 troops to Belarus, ahead of military exercises planned for next month near the border with Ukraine. Meanwhile, according to a CNN report, the United States has information that Russia plans to reach as far as Kiev and overthrow the government. Russia and Belarus have not ruled out an attack scenario, and Russian Deputy Defense Minister Alexander Pomin said the exercise aims to prepare for "repelling external aggression during a defensive operation, fighting terrorism and defending the interests of the 'Union State (Russia and Belarus)'".

In his speech, the President of the United States also referred to the nuclear talks with Iran and said that "there is some progress, now is not the time to give up a diplomatic solution."

Biden also said that the group of countries negotiating alongside the United States with Iran are "on the same page."

In addition, Biden responded to the UAV attack on the United Arab Emirates, which took place in recent days, and announced that the United States was considering defining the Houthi rebels in Yemen as a terrorist organization, after the organization claimed responsibility for the attack.
