The costs for the renovation of the community center in Heimstetten are literally exploding.

The city council has now reacted and made a decision.

Kirchheim

– The renovation of the Heimstetten community center was actually not planned until 2025. A sum of a good six million euros was calculated.

But now you have already reached 8.1 million euros.

In no case should it be more.

"That's almost a cost explosion since the last calculation," said Franz Graf (CSU) in the municipal council.

They wanted to save the house on Feldkirchner Strasse from demolition, "this is a project for the future, for the next generation," recalled Glas, "but now we need a cost cap that will also apply." Michaela Harlander had a similar idea (SPD) argues: "That's a very, very large sum." Her parliamentary group therefore proposes a maximum of eight million.

Above all, Michael Dirl (JU) found the planning costs of more than 1.7 million euros "insane.

But if we wait any longer now, it will probably be even more expensive.

So we should start now.”

Subsidy of 1.8 million euros subject to conditions

Mayor Maximilian Böltl (CSU) had previously presented the current cost calculation from December 2021. Accordingly, the strengthening of the supporting structure is 180,000 euros more expensive than initially calculated because there are insufficient foundations. Fire protection is 95,000 euros more expensive, ventilation by 70,000 euros, cooling, which has not been planned up to now, costs 165,000 euros, and the higher energy-saving requirements cost 180,000 euros more. A new kitchen and dispensing system, which has not yet been planned, costs 120,000 euros. In addition, there are general price increases of 920,000 euros. The bottom line is that the cost estimate from the beginning of 2020 has increased by 37 percent to 8.14 million euros.

Böltl expects a grant of 1.8 million euros from the government of Upper Bavaria, "but the construction work must be completed by the end of 2026.

So we need to start building by the end of 2024.

So we only have two years left until the building permit.” The mayor suggested that planning should start as early as 2022, for this year a million euros have already been budgeted.

“Why is partial cooling of the building planned?

Marianne Hausladen (CSU) could not understand some of the planning details. “Why is partial cooling of the building planned? And why a sunshade, we've never needed it in the house.” Harlander would do without the cooling, even if it would only save 165,000 euros. Rüdiger Zwarg (Greens) was pleased that "now, after seven years, the funding amount of 1.8 million euros has been fixed, we didn't know that before". He criticized that the house had not been renovated long ago. "That was planned for 2021, but then you had to do everything else first," says Zwarg. Hausladen replied that she would also prefer the house to be finished, but there were many other projects. For Böltl, buying the house was spot on "and the renovation and subsequent use is even more right."

Against three votes, the municipal council capped the costs for the renovation to eight million euros "plus risk buffer".
