Dietramszell - For years now, the municipal council has been discussing how the municipality can create affordable housing for the local population.

At the most recent meeting, the committee again revised the model adopted in 2015.

A flat-rate purchase price for the entire municipal area is intended to ensure more justice

The Type I local model provides that previously unbuildable grassland can be converted into building land if the owner gives up 50 percent of the area to the community. The purchase price was previously determined by an independent appraiser. "This led to very different prices within the community," said Mayor Josef Hauser. In districts with a high standard land value, such as Schönegg or Ascholding, the property owners sometimes received a multiple of what the municipality had to pay in Föggenbeuern or Erlach, for example. His suggestion: a flat-rate purchase price that applies to the entire municipal area.

The councilors quickly agreed that this would ensure more justice.

Opinions differed widely as to how high this unit value should be set.

The grassland price is currently around 12 to 15 euros per square meter, explained Hauser.

Martin Pallauf (FW) considered a purchase price of 30 euros to be appropriate: "Ultimately, the benefit for the owner lies in the increase in value of the remaining property, which becomes building land." Jakob Pertold (BLD) pointed out that the price should at least cover the current term of office should last and spoke out in favor of 80 euros.

City council agrees on a compromise

After lengthy discussions, the committee members finally agreed on a compromise: the municipality wants to pay 50 euros per square meter in future to create living space for locals on the land thus gained. According to Hauser, some landowners had previously received significantly less, but some also received much more.

However, the selling price at which the municipality resells the building land has remained the same.

In all districts, it is a flat rate of 50 percent of the highest standard land value within the municipal area.

"That's 360 euros per square meter," calculated the head of the town hall.

A points system is used to determine who is awarded the contract.

The chances of getting cheaper building land depend, among other things, on how long the applicant has had their main residence in the municipality, how many children are in the household and how high the income is.

Entry into social housing possible

In the future, however, the municipality does not necessarily want to resell the acquired land.

The councilors were unanimously in favor of entering into social housing construction themselves, for example in cooperation with a building cooperative.

"As landlords, we make the selection to whom we rent," emphasized Hauser.

Community citizens could be given preference.

Last year, the committee created another option for locals to obtain housing at a reduced price with the Type II locals model.

This variant applies to properties that have been owned by the municipality for a long time.

Here, the municipality can decide not to sell them at the highest bid, but at a fixed price based on an appraisal or land value.

This is usually significantly lower.

A point system similar to that used in the Type I local model is then used for awarding.

The only difference is the slightly higher income limits.

For the first time, a new construction area in Ascholding is being followed according to these guidelines.
