Israel and Germany today (Thursday) reached an agreement on a reciprocal procurement plan amounting to 3.1 billion euros for a new submarine procurement deal.
This is in the shadow of the expected decision to establish a commission of inquiry into the purchase of the submarines between the years 2009-2016.
The parties that reached an agreement are the Ministry of Economy and Industry and the German company ThyssenKrupp, following the signing of a procurement agreement between the Israeli government and the company earlier this week.
In the deal, Israel purchased three submarines, the first of which will be supplied to it in nine years.
ThyssenKrupp undertook to buy products worth 850 million euros in Israel as part of the deal.
Germany will also give a grant of 600 million euros for participation in business ownership.
The program formulated with the German company includes direct procurement of the company and its suppliers from local companies and industries, unique knowledge transfers, professional training, courses and training in the local industry, collaborations in the development and marketing of unique products and systems worldwide, investments in equipment and production infrastructure in Israel and more.

The government's decision to establish a state commission of inquiry into the submarine affair will be approved at the next cabinet meeting on Sunday.
The decision, by Defense Minister Bnei Gantz, sets out the mandate of the State Commission of Inquiry to be established, and authorizes it to investigate the decision-making and decision-making processes of the political echelon regarding procurement processes and vessel transactions between 2009-2016, and "give its opinion on existing procedures.
