New town hall or no new town hall: that is the question in Pähl

– The municipal council of Pähl is sticking to its goal, which it has been pursuing since 2015.

He wants to build a new town hall on the municipal property next to the small school.

There was resistance to this.

First it came from the parliamentary group of the Free Voters, then from citizens who brought a citizens' initiative against the project on the way.

In December, Wolfgang Keller and Dieter Scheithauer submitted the documents and necessary signatures from supporters for the citizens' initiative to the municipal administration.

On March 13, citizens should answer the question "Are you in favor of not building a new town hall in Pähl?"

"Are you in favor of Pähl getting a new town hall?"

The municipal council reacted to this in its most recent meeting with a council request for the new construction of the town hall. "Are you in favor of Pähl getting a new town hall?" is the question that will appear on a ballot together with the question of the citizens' initiative. At least 20 percent of those entitled to vote, that is around 400 citizens in Pähl, have to vote in order for the quorum to be met. In the event that the voting does not produce a result, there will be a decision question in which the simple majority will be taken as the result.

Gerhard Müller does not consider the question of the council request to be suitable: "I don't understand the meaning." Every citizen would come to the vote with his opinion.

It would therefore make no sense to ask a question twice, even if it was phrased the other way around.

Thomas Baierl also believes that this wording will not bring any new insights to the voters.

Mayor Werner Grünbauer sees things differently.

It's about the "external impact".

With the council request, the municipal council would send a “clear signal to the population” that it supports the new town hall building.

In the remaining two months, citizens would also be informed about the background that prompted the council to plan a new town hall building.

Majority for Council request, only two votes against

According to Grünbauer, one of the main reasons is the expected lack of space in the primary school after the introduction of all-day school.

Then the current town hall could be converted in such a way that it could be used by the school, with which it already forms a single building.

After extensive discussion, the majority of councilors voted in favor of the council request.

Only Müller and Irene Popp spoke out against it.

In order to carry out the citizens' petition and the citizens' decision, the municipal council unanimously decided to issue a citizens' decision statute.

According to Grünbauer, this is based on a model statute of the Bavarian Municipal Council.

According to these statutes, Mayor Grünbauer directs the preparation and implementation of the referendum.

The council appointed the second mayor, Ursula Herz, as deputy.

In addition to Grünbauer and Herz, the voting committee includes Keller and Scheidhauer as the initiators of the citizens' initiative, as well as representatives of the parliamentary groups.

As with elections, there is also compensation for the participants here, the so-called refreshment money.

The members of the voting board receive 25 euros.
