The Brandenburg state parliament has rejected a motion by the left-wing faction to disapprove of finance minister Katrin Lange (SPD) after criticism of savings targets.

The coalition factions of the SPD, CDU and Greens voted against a disapproval on Thursday in Potsdam, as did the AfD and Free Voters.

Potsdam - The CDU budget politician Steeven Bretz spoke of an "ambiguous formulation" which, with an extremely precise interpretation, could lead to the conclusion that it was a question of a constitutionally questionable global underspending. But: "I think it's a sign of strength when someone says something happened that was misleading, now we've straightened it out, clarified the wording and now it's okay."

The left-wing faction criticized the fact that Lange called on all ministries in a circular at the end of December to participate in generating the so-called global underspending at the beginning of the 2022 budget year. You should save an additional 100 million euros in total. The instrument is designed to cut spending, but for example from unspent budget funds at the end of the year rather than during the year. The letter sparked resentment within the government. It was an issue in the cabinet, after which Lange took back the controversial formulation.

According to a report by the state parliament advisory service, a global underspending violates budgetary principles if it is used to conceal a gap in coverage. Left faction leader Sebastian Walter accused Lange of irresponsible action. "They wanted to play their own game here on the backs of Parliament, on the backs of the budget legislators and also - at least what the Parliamentary Advisory Service says - on the backs of the Constitution to make their position in the coalition appear to be stronger than it is." , he said.

The minister said she had made it clear that the agreed global underspending would have to be generated over the course of the year. "It can only be proven at the end of the year from unspent budgetary estimates, i.e. the so-called bottom deposit. Measures taken by the individual departments during the year are not necessary in this context.

AfD MP Andreas Galau spoke of an unfortunate wording and called the application populist and superfluous.

However, he criticized the fact that Lange was still on vacation at the time of a meeting of the budget committee.

She is due to comment again on February 10 in the state parliament's budget committee.

Free Voter parliamentary group leader Péter Vida criticized the fact that the savings target of 100 million euros was not included in the budget from the outset.

On December 17, the state parliament passed the second-highest budget in the history of Brandenburg with expenditure of around 15.2 billion euros.

This includes a global underspending of 250 million euros.

According to the minister's circular of December 27, it had grown to 251.8 million euros.
