The Minister of Electricity, Engineer Ghassan Al-Zamil, confirmed that the ministry is working to increase the contribution of renewable energies to the energy balance and improve the efficiency of its use to produce large capacities and introduce them into the current electrical system.

In a presentation on energy projects presented to the People’s Assembly today, Al-Zamil revealed that the ministry is constructing a photovoltaic generating station with a capacity of 33 megawatts in the industrial city of Aleppo and another station in the Wadi Al-Rabeeh area near the Tishreen power station in Damascus countryside, with an implementation period of 24 months, and the work was started by the executing company last Saturday.

Minister Al-Zamel pointed to the implementation of a photovoltaic project with a capacity of 650 kilowatts on the roofs of the College of Hamak, and the implementation of about 77 projects for photovoltaic stations by the private sector in various regions with a total capacity of 21 megawatts with the aim of selling electricity to the ministry.

With regard to wind turbines, the Minister of Electricity stated that two wind turbines with a total capacity of 2.5 megawatts for each turbine were implemented near the city of Homs and put into service and a wind turbine with a capacity of about 7.5 megawatts was implemented.

Minister Al-Zamil revealed negotiations with investors to set up a photovoltaic station in Adra Industrial City to produce 100 megawatts, referring to the implementation of a photovoltaic station with a capacity of 100 megawatts in the industrial city of Hasya in Homs, in addition to working to establish other stations with a capacity of 300 megawatts in different areas, all of them on a photovoltaic basis. Power purchase agreements in accordance with the Electricity Law.

The Ministry is coordinating with the Office of the United Nations Development Program, according to Minister Al-Zamil, with the aim of assisting in preparing terms of reference for the announcement of 50 MW renewable photovoltaic power plants in Harran Al-Awamid in Damascus countryside and another 50 MW of wind energy in Qutina, Homs, on the basis of power purchase agreements.

Regarding renewable energy legislation, Minister Al-Zamel said that the ministry is completing the development of encouraging legislation to raise the efficiency of renewable energy use in various sectors and facilitate procedures for investors in this field, stressing that there is currently coordination with the concerned authorities to set incentives and facilities to encourage industrialists to use renewable energies as part of their consumption.

Minister Al-Zamel indicated that the executive instructions for the law of the Fund to Support Renewable Energy and Energy Efficiency were issued, and the necessary funding was provided to start the work of the fund by allocating it with a financial advance of 10 billion Syrian pounds. Interest on loans It is expected to start work in the first quarter of this year.

He pointed out that a draft legislative instrument for renewable energies is currently being prepared by an expanded committee with the participation of the concerned authorities, aiming to regulate the activities and projects of renewable energies by encouraging and motivating consumers of electric energy and investors to generate energy from renewable sources. It is allowed to sell electricity produced from private renewable energy sources directly to citizens.

The Ministry is continuing its efforts to license and accredit informants for the private sector, based in the coastal region and the Ministry of Electricity building in Damascus, to test all components of photovoltaic and wind renewable energy plants that are imported from abroad, according to Minister Al-Zamil, with the aim of controlling and monitoring their quality and compliance with approved specifications and standards.

Minister Al-Zamel confirmed that the ministry is cooperating with the concerned public authorities to issue a legislative instrument that exempts components and supplies of renewable energies and its raw materials from customs duties and other financial additions, and a study of raising fees on equipment that is inefficient in energy consumption, in order to reduce the costs of renewable energies on citizens.

The Ministry’s programs for renewable energy, according to the Minister of Electricity, include a program to pump drinking water by making use of renewable energy sources with the aim of enhancing water security and providing funding from grants and aid from friendly countries, international organizations, civil society and initiatives of popular bodies as well as governmental sources.

He stressed that the ministry has developed the necessary programs to train and qualify technical cadres working in the field of renewable energies and to find a new mechanism for the construction of new environment-friendly buildings that are thermally insulated and equipped with renewable energy systems, stressing the need to simplify the procedures for obtaining licenses and licenses for importing the necessary equipment for investors in renewable energy projects and developing scientific research and infrastructure. The laboratory, framing the work between the National Center for Energy Research and universities, and activating cooperation between specialized researchers in this regard.
