On December 22 last year, the police received a report from Tong Le Ju, claiming to have received a complaint from the public that a staff member abused children at the outdoor playground of the institution.

The police immediately launched an investigation, seized and reviewed CCTV footage, and found that some children were abused by staff members by beating their heads, pulling their hair, slapping them, knocking children to the ground, or "burying them in walls". In view of the large number of video clips involved in the case, the West Kowloon Criminal Headquarters quickly dispatched 21 detectives to set up a special team to review the CCTV footage with all their might.

The institution submitted information to the police in stages. As of January 8 this year, the police seized a total of 46,000 hours of clips. The task force has completed 13% of the work.
