The parliamentary group applied for a legal review from the government of Upper Bavaria on Friday.

Munich - The CSU shoots against the designated building officer, Green boss Anna Hanusch. On Friday, the city council faction asked the government of Upper Bavaria to check whether Hanusch met the formal requirements for an election. There are "considerable legal doubts about the eligibility of Anna Hanusch as construction officer for the state capital Munich," says CSU parliamentary group leader Manuel Pretzl. In order to protect the city of Munich from an illegal occupation and a subsequent cancellation of the election, his parliamentary group asked the government of Upper Bavaria for a legal review of eligibility. "As early as December last year, we warned against a purely party-political occupation of the building department and pushed for the professional staffing of this large department with over 4,000 municipal employees."

Speakers in Munich: A candidate must meet these requirements

For the office of a consultant, the candidate must fulfill formal requirements.

For lawyers, for example, there are two state examinations.

After completing a degree in architecture or engineering, a traineeship should follow for the office of building officer, which in turn concludes with an examination to become a government master builder.

Alternatively, at least three years of activity in a responsible position corresponding to the future area of ​​responsibility is sufficient.


According to the available documents, Anna Hanusch does not have these requirements, says the CSU.

The CVs available contained no indication that she had completed a civil clerkship and passed the government master builder's examination.

A degree in architecture alone is not enough.


CSU criticism: Hanusch does not have the requirements for a speaker

According to the information in her CV, Hanusch worked as an employed architect in various architectural offices, most recently part-time. It is obvious that such an activity is not comparable to the management of a municipal building authority with over 4000 employees. It is not apparent how working as a salaried architect in an architectural office should impart the special technical knowledge, skills and experience that are absolutely necessary for the performance of the outstanding office of a municipal officer.


As reported, the Greens have the right to propose the successor to building officer Rosemarie Hingerl.

The parliamentary group decided in December to nominate their parliamentary group leader for the office, the election is generally considered safe, since the Greens and SPD have the majority in the city council.

Green leader Florian Roth: "We are convinced that this is possible"

However, it would not be the first time in the history of Munich's local politics that a speaker election was conceded by the government of Upper Bavaria, i.e. the legal supervisory authority. The Greens were last hit in 2012, when the authority challenged the election of the then Green City Councilor Boris Schwartz as municipal officer. Schwartz just didn't have the formal requirements. He is now city director in the environmental department. And in the early 1990s, the SPD also had to bow to the government's verdict, which denied Gertraud Burkert's qualifications as a school teacher.

The Greens are now relaxed about the Hanusch case, said parliamentary group leader Florian Roth on Friday.

“Of course we got external legal advice and also asked the city directorate.

We are convinced that this is possible.” It is not as the CSU claims, a university degree and corresponding professional activity are probably sufficient.

Roth: "But of course we are respectfully waiting for the government's decision."
