Joe Biden and Vladimir Poutine had seen each other in Geneva in June;
they chose to reconnect through a phone conversation for almost an hour - on December 30.
And everything unlocked.
On January 10, their delegates met in Geneva, then on January 12 in Brussels, at NATO headquarters, and on January 13 in Vienna, capital of the Organization for Security and Cooperation in Europe - where the Russians have their seat.
