Moscow-Sana

The Special Adviser to the Presidency of the Republic, Luna Al-Shibl, confirmed that terrorism has no identity or geography, and it is global and crosses borders, and that any country that takes a decision to combat it anywhere in the world is in one way or another liberating the world from it and liberating itself even if it has not actually struck it, indicating that Syria is with Cooperating with all international organizations, provided that they are subject to international law and the Charter of the United Nations, and that they stay away from political agendas.

In an interview with the Russian newspaper Izvestia in its issue today, in response to a question about Syria’s intention to invite the delegation of the Organization for the Prohibition of Chemical Weapons to the country to inspect the facilities and prepare for the twenty-fifth round of the mission’s consultations, and the reason for the organization’s official technical secretariat ignoring Damascus’ proposals? Al-Shibl made it clear that since Syria joined the Organization for the Prohibition of Chemical Weapons in 2013, it has been cooperating without interruption, and Syria has not once refrained from responding to any request for a visit to the organization, but the opposite is what is happening. Terrorist use of chemical weapons more than once, the most famous of which was in Aleppo 5 years ago, and we invite her to attend to verify chemical attacks on civilians and soldiers, and they do not come.

Regarding the organization’s bias towards Syria, Al-Shibl indicated that it cannot be said that this organization enjoys transparency, integrity and objectivity, because as long as the group of Western countries that control the work of this organization is the same group that supported the terrorists in Syria, it can never be said that it enjoys transparency and objectivity. Add to this a number of violations committed by the organization itself, not the first of which was the establishment of the so-called Investigation and Identification Team in 2019, where it was given a mandate that was not provided for in the agreement at all, in addition to irregularities and procedural flaws such as not adopting known standards for sampling from sites and sometimes remote investigations, and its cooperation with Suspicious organizations such as the White Helmets, and the expulsion and expulsion of objective scientific experts from their work, and in general Syria with cooperation with all international organizations, but provided they are subject to international law and the Charter of the United Nations and stay away from political agendas.

Regarding conducting a dialogue with the Kurdish formations in northeastern Syria and preparing to agree to the federalization formula, Al-Shibl said that during the war the Syrian state did not stop dialogue with any of the groups that desired dialogue, including this group with which meetings are still continuing to this day. Federalism is an issue related to the constitution and not to the opinion of the government, and the constitution expresses a national consensus and this consensus is achieved through a referendum, and therefore this is an issue that cannot be a meeting between two parties, even if such ideas are addressed, because any party in Syria cannot decide on such issues.

She added: If you ask me about popular public opinion, I can tell you that the overwhelming majority of the Syrian people reject federation, not only because it is a prelude to dividing the country, but also because the intertwined Syrian demographic structure is not in line with such ideas, and we do not have specific regions or sectors for specific nationalities. There is an intertwined and intertwined social fabric, so it is almost impossible or very difficult for the vast majority of Syrians to accept the idea of federalism.

Regarding the possibility of federalizing Idlib after the task of eliminating terrorists has ended, Al-Shibl reiterated that this issue is related to the constitution. Federalization is a general issue in Syria, a general principle, not related to this region or that. The issue lies in the principle of forming the state itself in the social fabric that forms Syria.

In response to a question about the date of the start of the joint Syrian Maritime Company - Crimea to transport goods between Crimea and the Syrian ports, Al-Shibl explained that according to the information, the obstacles that prevent the start are purely technical, as for what is related to the political will, it exists, and as long as there is a political will, other issues are linked In detail, noting that the Minister of Economy, Muhammad Samer Al-Khalil, arrived in Crimea on the 17th of January at the head of a delegation to discuss this issue. The context of trade exchange between Syria and Crimea, so the issues are technical and the obstacles are only technical.

Regarding the Russian companies that are currently participating in the development of the Syrian economy, and Syria’s intention to attract foreign investors, specifically from Arab countries, for the rapid recovery of the economy, Al-Shibl pointed out that Russian companies are working in Syria in the sectors of oil, mineral wealth and gas and the restoration of some large facilities, but regardless of the fields, the importance In this subject is the ability to see investment opportunities in Syria even during the war, which investors often do not want to enter because they prefer completely safe environments, but the important thing is that these opportunities exist and are available, and these investments in the conditions of the Western economic siege had very important effects on the continuity of the Syrian economy, which I want her not to move.

Chancellor Al-Shibl stressed that foreign investment is important for any economy, but on condition that it be based on the existence of a national investment based on Syrian capital, so the priority now is to attract Syrian capital, that is, Syrian investors in the first place, which in turn will be encouraging for foreign capital.

On returning to the League of Arab States, Al-Shibl said: “In fact, Syria is still a member of the League of Arab States, and what happened in November 2011 that the Arab League suspended Syria’s participation in the organization’s activities is just a freezing of Syria’s membership in the League and basically in violation of the League’s regulations, which is an illegal procedure. And Damascus will return to the organization when the violation that took place is reversed.”

And about the change that will happen to Syria if it returns to the university, Al-Shibl saw that this matter is linked to a change in the role of the Arab League. The issue has nothing to do with the war on Syria, indicating that over the past three decades, almost, if you ask the Arab citizen, he will answer you that he has not touched any role of the League other than issuing statements, and therefore the change is subject to change of university.

In response to a question about the participation of terrorists who fought in the ranks of the “ISIS” organization in Syria in the recent riots in Kazakhstan, Al-Shibl explained that this question is very important and this indicates that terrorism has neither identity nor geography. Terrorism is global and crosses borders, and this indicates that Any country that takes a decision to combat terrorism anywhere in the world is in one way or another liberating the world from terrorism and liberating itself from terrorism even if it has not actually hit it.

Al-Shibl pointed out that the decision of any country to fight terrorism anywhere is to protect the national and national security of this state, and therefore it is not surprising that terrorists from certain places move to other places, pointing out that the decision of the Russian state to enter with the Syrian Arab Army to fight terrorism was a very important decision because The Russian armed forces fought with the Syrian Arab Army and protected the Syrian people, but they also protected the whole region and in one way or another protected the Russian people from the repercussions of this terrorism, indicating that the decision of the Russian leadership came decisively and quickly in Kazakhstan.

Al-Shibl considered that what is happening now is a lesson to all the countries that have spoken that terrorism is confined to one place and has nothing to do with it and will not strike us. What is happening is irrefutable evidence that terrorism is transcontinental, and if you do not fight it anywhere, it will reach you sooner or later.

Regarding the existence of cooperation between Syria and Kazakhstan to combat this terrorism, Al-Shibl said: There is no information if there is intelligence cooperation or military cooperation. I cannot answer you this question.

In response to a question about the time period during which the main group of Russian forces will remain in Syria and is there a need for this many forces, Al-Shibl explained that the Russian forces entered to strike terrorism in cooperation with the Syrian Arab Army based on a decision by the two countries and based on Syria’s desire to do so and also based on a deep vision The Russian state, led by Russian President Vladimir Putin, on the issue of combating terrorism, and therefore this decision was taken by the two countries, and ending and concluding it or setting a final date for it will also be taken by consensus between the two countries.

Al-Shibl pointed out that the Syrian-Russian relationship does not depend only on the forces, but rather it is a relationship that has existed for seven decades, and more importantly than the political and military relationship, which is the reason for the depth of these relations is the Russian people, the culture of the Russian people and the morals of the Russian people, and this is what led to the intermarriage of families for three decades and now we We see the third generation and we see a continuation of that, perhaps in politics or in military affairs, there can be interests or compliments, but with marriage and family no, and therefore this joint relationship, regardless of the presence of the forces or not, is an old relationship and a rooted relationship and a relationship that depends on respect for the other and respect for the rights of the other and common interests and therefore As a result, the Syrian-Russian relationship is not governed by the survival of the forces or the exit of the forces. It is much deeper than that.
