Ambassador Alla: Cooperation with United Nations human rights mechanisms must be based on the principle of impartiality and depoliticization

Ambassador Husam El-Din Ala, Syria's permanent representative to the United Nations office and international organizations in Geneva, affirmed that cooperation with United Nations human rights mechanisms must be based on the principle of neutrality and non-politicization.

Ala said in a statement before the Human Rights Council today that Syria was one of the active countries in establishing the Human Rights Council in order to stop the politicization of issues of protection and promotion of human rights and double standards and to rise to a consensual level to deal with these noble issues. Human rights against the political agendas of pressure and blackmail, and these efforts culminated in the cooperation of a large group of Member States in defending this position.

However, he added, the practice of some other countries insists on bringing us back to square one and to the atmosphere of polarization and confrontation that characterized the work environment of the Human Rights Committee. He explained that the committee's work over a period of more than 10 years confirmed the correctness of Syria's position on this committee and its counterparts in terms of committing serious professional errors and failing to meet the minimum standards of objectivity in their work.

He said: The same applies to the so-called international, neutral, independent mechanism established by the non-consensual General Assembly Resolution No. 71/248, which was marred by legal violations and procedural defects related to the violation of the rules of jurisdiction between the General Assembly and the Security Council and the attempt to rob the national legal and judicial institution of its inherent sovereign jurisdiction... and from bad Fortunately, the results of the work of the two committees proved the falsehood of the slogans of independence and impartiality that were called upon them.

Ambassador Ala indicated that Syria affirmed its commitment to relations of cooperation and partnership with the Office of the High Commissioner for Human Rights in accordance with its mandate specified in Resolution 48/41, especially with regard to providing impartial and objective information on the political, economic and social conditions in member states, including Syria, as this is an end in itself. It is not a means to interfere in the internal affairs of states.

He said: From here, my country was among the pivotal countries that devised the mechanism for submitting the non-discriminatory universal periodic review, which allows looking at the issue of human rights according to a perspective that serves these rights instead of covering them up to infringe the sovereignty of these or that countries. In this regard, we draw the attention of the Office of the High Commissioner To the need to take into account comprehensively and in a timely manner the information provided by the concerned state about the situation in it, as well as the importance of not engaging in media and political campaigns that serve the agendas of some interventionist countries under the pretext of protecting and promoting human rights.

Ala stressed that the establishment of the so-called “Syria office” that operates outside the country and without the approval of the Syrian government and implement programs and projects based on the wishes of countries that provide funding earmarked for the implementation of their political goals through the use of the Office of the High Commissioner and its mechanism does not serve to enhance confidence and cooperation between the two sides.

He said: Our observations did not prevent us from engaging in cooperation initiatives in the areas of capacity building, such as the workshop that was organized for the national committee concerned with preparing this report in cooperation with the Office of the High Commissioner.
