The authorities continued to point out that if the content deviates and the kindergarten fails to follow up, it will consider recovering part or all of the subsidy; kindergartens will also consider the school’s performance when applying for continued participation in the scheme.

If the kindergarten has established a parent-teacher association, or promised to establish a PTA on or before August 31, 2024, an additional subsidy of 10,000 yuan will be given.

Regarding the rules for using the subsidy, the authorities pointed out that kindergartens who have successfully applied for it can use the parental education subsidy to procure services from service providers, not limited to the curriculum designed by tertiary institutions and kindergarten school sponsoring groups entrusted by the authorities.

The authorities reminded that the content of parent education courses should help parents to establish positive parenting values ​​and attitudes, as well as foster the healthy growth of children; they must also comply with the current government policies and laws of the Hong Kong Special Administrative Region, including but not limited to the Basic Law and the National Security Law, etc.



The Education Bureau pointed out that if the school finds that the content of the curriculum deviates from the requirements of the authorities, the kindergarten must ask the service provider, speaker or expert to make corrections immediately; if the situation is serious, it should consider terminating its service contract.

The authorities suggested that kindergartens should incorporate the relevant terms into their tenders and service contracts.

The authorities continued to point out that if the kindergartens fail to follow up, the Education Bureau will consider recovering part or all of the subsidy. When the kindergartens concerned apply for continuing to participate in the scheme, the authorities will also consider the school’s performance in this regard.

In case of any loss caused by inappropriate courses, the kindergarten shall bear the relevant expenses by itself and cannot pay the relevant expenses with government subsidies or tuition fees.

The application deadline for the parental education allowance was February 4, and the authorities notified kindergartens of the application results at the end of February, which will be distributed in March.
