Oxfam said that the government provides suitable and sufficient protective equipment, such as eye masks, face shields, protective clothing and protective caps, for cleaning workers who are or will be working in Kwai Chung Village and other affected areas, and provide instructions on how to use them and how to wear them. It should be ensured that anti-epidemic materials can be sent to the hands of frontline cleaning workers, and outsourced workers should also be clearly called on. If the company refuses to work because the company has not provided equipment, the outsourcing company must not take any punishment.

The council also pointed out that the government should re-launch the "Anti-epidemic Support Scheme for the Property Management Industry" to provide front-line property staff engaged in security or environmental hygiene-related work with a monthly "Anti-epidemic Hardship Allowance" of $1,000 for a period of three months ( January-March), and will be reviewed later.
