The statement presented France's intention to send troops to Romania, noting that the United States had also made it clear that it was considering increasing its military presence.

In turn, Latvian Foreign Minister Edgar Rinkevich said in his Twitter account, "We have reached the stage where the continued Russian and Belarusian military build-up in Europe needs to be addressed with appropriate NATO countermeasures."

NATO continues to mobilize its military forces and conduct maneuvers along the border with Russia, while ignoring Russian calls for an agreement on mutual security guarantees.

The NATO countries also sent huge quantities of modern weapons to Ukraine, which Russia considered a step that encourages the Kiev authorities to choose a military solution to the crisis in Donbass and permanently abandon the Minsk agreements for a solution through dialogue.

Western-backed extremists carried out a coup d'état against the legitimate elected government of Ukraine in 2014 and carried out a series of exclusionary measures, especially against citizens of Russian origin, which prompted the residents of Crimea to organize a referendum and declare independence, while the residents of the Donetsk and Lugansk regions unilaterally declared independence.

Although the two sides of the crisis in Ukraine reached agreements in Minsk under the auspices of the Normandy Group in 2014 and 2015 to resolve the crisis through dialogue and implement a set of reciprocal steps, the Kiev authorities did not abide by them.
