Due to the outbreak of the epidemic in Kwai Chung Village, the government announced this morning (25th) that Xia Kwai House, which is undergoing compulsory inspection, will be further enclosed for five days for quarantine and testing, starting from yesterday; Extend the siege for two more days until the 28th of this month.

Luk Chung-hung, chairman of the Legislative Council's Manpower Committee, pointed out that at present, the government only issues sick leave certificates for persons under quarantine at Penny's Bay.

Members of the Legislative Council of the Democratic Alliance for Betterment of Hong Kong, Ge Peifan, Chen Hengpin and Yan Wenyu, met with the Deputy Secretary for Food and Health, Xu Deyi, and the Deputy Secretary for Labour and Welfare, Ho Kaiming, this morning. They are also concerned about the sick leave arrangements for the quarantined people in the village.

They also proposed that the current government's policy of granting a subsidy of $5,000 to confirmed cases should be extended to citizens who have been quarantined for testing, and requested the government to respond to relevant requests within days.

Lu Songxiong said that the labor protection arrangements for home isolation are not clear, and hoped that the Labor Department would further clarify and confirm the rights and interests of employees, so as to prevent employers from violating the Disability Discrimination Ordinance, unreasonably deducting employees' annual leave or labor leave, or even dismissing them.

He also invited the Labour and Welfare Bureau, the Food and Health Bureau, and the EOC to participate in the next meeting of the Human Services Committee, asking them to protect the rights and interests of wage earners under the epidemic.

Yan Wenyu also agreed that the authorities should treat all quarantined persons equally, pointing out that currently home quarantine persons only receive quarantine certificates, which is different from the issuance of sick leave certificates by quarantine centers.

He urged the government to issue sick leave certificates to the enclosed villagers so that they could apply for paid sick leave from their employers; he also asked the Labour Department to issue clear guidelines on what arrangements employers and employees should make under different compulsory quarantine situations.

Chen Hengbin: Quarantine buildings must be tested at home to prevent secondary infection

Chen Hengpin said that at present, the residents of the enclosed buildings have to go down for testing, and there are no stratified or door-to-door testing arrangements, and some residents are worried about being infected by the second time.

He urged the authorities to review the relevant arrangements and suggested that if manpower is sufficient, they should be stratified or arranged for door-to-door testing.

He hopes that the government will mobilize more civil servants to join the fight against the epidemic, and is happy to see the Chief Executive send thousands of people to help.

He also believes that the current testing capacity in Hong Kong is close to saturation, and some testing centers have a waiting time of up to three hours, or they may be easily infected while queuing.

He suggested that the government hire additional service providers or seek central assistance.
