The Knesset approved tonight (Tuesday) in the second and third readings the new Corona Law, which authorizes the government to exercise special powers in the fight against the Corona, which will be valid until the end of 2022. Regulations and Restrictions. The law was approved by a majority of nine supporters against three opponents.

The law, drafted by the Knesset's Constitution Committee chaired by MK Gilad Karib (Labor), abolishes the government's authority to declare a "special state of emergency" by virtue of which demonstrations can be restricted, and includes a distinction between "state of emergency" during an outbreak and "special state of health". During the special health situation - the government will be required to approve in advance in the Knesset the regulations and restrictions it imposes on the public, unlike the current situation where the Knesset approves the regulations only retrospectively and after they have already entered into force.

According to the law, only when the government declares a "state of emergency" will it be able to bring the regulations to the Knesset for retroactive approval, even after the Knesset has approved the declaration itself.

The period of time given to the Knesset to discuss the regulations before they enter into force will be extended from 24 hours, as is currently the case to 48 hours.

The new category of "special health condition" will be applied between waves of outbreaks and if the government wants to declare a "state of emergency" it will be required to obtain Knesset approval. Until now, according to the previous Corona law, there was only an emergency - a legal situation that allows the government to make decisions such as imposing a closure, restricting demonstrations, restricting unrestricted gatherings, stopping entry and exit from Israel, opening hotels, closing Ben Gurion Airport - without prior Knesset approval. The new law renews parliamentary oversight and requires the government to bring the regulations in advance for approval by the Knesset

. This is the distinction that could lead to the cancellation of the state of emergency after nearly two years in which it was fully valid.

The law regulates the use of the green label: the law stipulates for the first time that it will not be possible to restrict entry to places only for the vaccinated and recovering and that in any case a negative test result must also be allowed to be presented.

The law also sets clear limits for the government to use the green label - it will not be possible to set green label restrictions at the entrance to places where essential products are sold or where essential services are provided.

And the government will have to give public funding for corona tests to populations that cannot be vaccinated and make sure that the tests required at the entrance to places will be at a good level of accessibility and availability to the entire population.

The bill also changes the composition of the corona cabinet set out in the law, against the background of criticism of the finance minister's permanent absence from the discussions. Instead of the law stipulating every minister sitting in the cabinet, the law now only stipulates that the cabinet must include at least five ministers, including the prime minister and the health minister. The corona relating to economic regulations. In addition, the law abolishes the state's obligation to publicly fund the stay of isolated or sick people in a motel with the exception of exceptions.

The chairman of the Constitution, Law and Justice Committee, MK Rabbi Gilad Karib (Labor), who presented the law to the plenum, said: "The new law, which will remain in force only until the end of 2022, "
