The EU Council today adopted the recommendation on a coordinated approach to facilitate free and safe movement in Europe. We read it in a note.

The recommendation - the measures should now be applied taking into account the state of the person rather than the situation at the regional level - responds to the significant increase in the diffusion of the vaccine and the rapid introduction of the Covid EU digital certificate and will enter into force on 1 February 2022. on the same day as a delegated act amending the pass regulation and providing an acceptance period of 270 days for vaccination certificates.

"Member states should apply measures regarding travel to and from dark red areas, where the virus is circulating at very high levels;

they should in particular discourage all non-essential travel and require people arriving from these areas, and not have a certificate of vaccination or recovery, to undergo testing before departure and quarantine after arrival. Some exceptions to these measures should apply to travelers with an essential role or need, cross-border commuters and children under 12 ". This is stated in a note from the EU council.

The European Center for Disease Prevention and Control (ECDC), according to the indication of the EU Council, should "continue to publish a map of the regions of the Member States indicating the potential risk of infection according to a traffic light system

(green, orange, red, dark red) "and the map should be based on" 14 day case notification rate, vaccination levels and test rate ".

According to the new recommendation, the so-called "hand brake" to respond to the emergence of new variants that arouse concern or interest is "strengthened".

When a member state imposes restrictions in response to the emergence of a new variant, the Council, in close cooperation with the Commission and with the support of the ECDC, should "review the situation".

The Commission, based on the regular evaluation of new variant evidence, may also "suggest a discussion in the Council". During the discussion, the Commission could propose to agree on "a coordinated approach as regards travel from the areas concerned". Any situation leading to the adoption of measures should be "reviewed regularly".

"The time has come to consider revoking the additional travel measures that a number of member states have put in place beyond the recommendations of the EU."
