The United States has provided Russia with its written responses intended to deter a Moscow invasion of Ukraine, US Secretary of State Antony Blinken announced Wednesday.
The answer was delivered in person by US Ambassador to Russia John Sullivan to the Russian Foreign Ministry.
The written document outlined areas where the United States has publicly said it sees potential for progress with Russia: arms control, transparency and stability, Blinken told reporters at the State Department.
