During the meeting, many MPs were concerned about the uneven income of Chinese and Western medicine, the underdevelopment of primary medical care and other issues.
Among them, Mr. Wong Yuen-shan, a member of the Election Committee, suggested that the government should set up a new "Primary Healthcare Administration", which was endorsed by the Secretary for Food and Health, Sophie Chan.

In his speech, Huang Yuanshan, an electoral committee member, pointed out that the concept of primary medical care appeared in government policy research more than 30 years ago, but it has not yet been fully developed.
He pointed out that there are many reasons. Primary care is a part of the comprehensive medical system and involves multiple integrations, including between hospitals and primary care, between hospitals and communities, between medical care and social welfare services, and between public and private sectors. It is even more difficult to mobilize the whole body, especially under the existing bureaucracy.
Citing previous research by the United Hong Kong Fund, he pointed out that the government can consider using more "strategic procurement" as an integrated tool to systematically assess Hong Kong's medical needs and what services are required in policies, so as to procure services in a targeted manner.
As for the top-level governance structure, he suggested that in the future reorganization of the administrative organs, attention should be paid to the coordination effect between medical and health care and social welfare, and consideration should be given to the establishment of a "primary medical management bureau" to coordinate medical work with the HA.
Lam Shun-chio, a member of the election committee who is himself a doctor, also agrees with Wong Yuen-shan's above suggestion.

In his speech, Chen Zhaoshi responded that the government has been taking various measures to deal with the increasingly heavy medical needs, and primary medical care can play the role of "the first point of contact".

In her concluding remarks, she endorsed Huang Yuanshan's two proposals by name, including making good use of the resources of private medical care based on the principle of "strategic procurement" and establishing a primary healthcare bureau.
Chen Zhaoshi pointed out that the specific structure to be used to manage primary medical care remains to be studied, but in principle, it is agreed to coordinate the work of primary medical care, and a special department is required to handle it.
