Sabbagh pointed out that the immoral actions and practices of some influential countries on the international scene and hostile to Syria prove the falsity of their allegations about their preoccupation with the humanitarian situation in Syria and expose their politicization of the most basic principles of humanitarian action by using them as a tool of pressure and blackmail to achieve their anti-Syrian political goals.

Syria's permanent representative to the United Nations pointed out that the Western permanent members of the Security Council and their allies obstructed efforts to improve the humanitarian situation in Syria, as they withheld funding for the humanitarian response plan. The United Nations also obstructed the implementation of the provisions of Resolution 2585 related to taking practical steps to meet the urgent needs of the Syrian people, enhance cross-line access from inside Syrian territory, implement early recovery projects to provide education, health and water services, as well as deliberately obstructing the adoption of the strategic framework governing cooperation between Syria and the United Nations, which aims To support its efforts in achieving the 2030 development goals, ensuring that they are not left behind and providing the appropriate conditions for the return of the displaced to their areas.

Sabbagh indicated that Syria sent two identical messages a few days ago to the Secretary-General of the United Nations and the President of the Security Council about the crimes committed by the terrorist organization "ISIS", the separatist "Qasd militia" and the American occupation forces in the city of Hasaka, which claimed the lives of innocent civilians and caused severe injuries to others, including children and women.
