The forum discusses the implications of climate change and extreme weather events on urban space.
In recent years there has been a dramatic increase in the intensities of rains and the damage they cause and can cost human lives.
All the heads of the authorities agreed that the government is required to address the issue immediately and establish a national flood prevention center, which will be responsible for developing tailored forecasting services in order to allow the authorities to prepare properly as well as provide long-term solutions including building intercity drainage basins.

"Today, the State of Israel operates in the field of drainage in the sub-urban section only, while the main confrontation is in the urban space. Mayors are left alone to face an international climate crisis and the task is to protect civilians: their property and lives. The Ministry of the Interior is the regulator and must take overall responsibility for climatic emergencies, work with government ministries to formulate a national action plan, increase readiness and protect all Israeli residents in extreme events. Out of a real need and a real desire to bring about this necessary and vital change. "
Experts state that of all natural disasters, floods are the number one cause of death. Sudden floods and floods in urban areas cause the most damage and casualties. .
